The law is aimed at improving the legal regulation in the relationships appertaining to fishery and protecting aquatic biological resources. It defines, in particular, the specifics of artificial reproduction of aquatic biological resources and conducting research in pisciculture and aquatic biological resources protection, and specifies rules for recreational and sports fishing.
The Federal Law effectuates the Presidential instruction on authorising the Federal Security Service to inspect in the open sea vessels fishing straddling fish stocks and highly migratory species.
As suggested by the Government of the Russian Federation, the law specifies the aquatic biological resources that may be subject to capture fisheries and regulates commercial fishing by chartered vessels (under bareboat charter or time charter contracts) in areas covered by international agreements of the Russian Federation and located outside Russia’s continental shelf and exclusive economic zone.
The Federal Law also introduces corresponding amendments to various legislative acts of the Russian Federation.
