The message reads, in part:
“Back in 1919, at a difficult time in its history, Russia was the first country to recognise Afghanistan’s sovereignty. The following decades of independence were not easy for your country. Much work still lies ahead to build a stable, democratic and dynamically developing state, and Russia will continue to provide all the assistance it can in these efforts.
We are satisfied with the steady development our fruitful political dialogue has undergone of late. I recall with warmth our recent meetings in Yekaterinburg and Dushanbe that demonstrated our countries’ mutual desire to strengthen and expand our multifaceted cooperation.”
