The Federal Law addresses cases of misconduct by passengers on board an aircraft which pose an immediate threat to flight safety or to others’ life or health.
For this purpose, the Federal Law authorises the aircraft commander to give orders to the aircraft crew and the carrier’s (airline’s) security service to stop the passenger’s offending behaviour using special means of restraint available on board the aircraft. The list of such means shall be established by the Government of the Russian Federation.
The procedure for the aircraft crew and the carrier’s (airline’s) security service to suppress passenger misconduct and the rules for the use of special means of restraint will also be established by the Government of the Russian Federation.
