A wide range of issues with respect to political and economic cooperation were discussed at the international conference in Kuala Lumpur. The summit's participants also examined topical international and regional problems, including North Korea's nuclear programme, the situation in Iraq and Afghanistan, the settlement of the conflict in the Middle East and United Nations reform.

The Joint Declaration on the Development of a Universal Partnership and a Comprehensive Action Plan to Develop Cooperation Between the Russian Federation and the Association of Southeast Asian Nations in 2005–2015 were adopted at the summit. Russia and ASEAN states confirmed that they are committed to further developing multilateral interaction and cooperation based on the principles of equality, mutual benefits and a shared responsibility for promoting peace, stability, security and prosperity in the Asia-Pacific region.

The Declaration provides that regular summits will take place in the future between Russia and ASEAN.
