The Government of the Russian Federation is instructed to submit a draft federal law to the State Duma on procedures for granting plots of land on federal or municipal property located in the Far Eastern Federal District to Russian citizens. The Government is also instructed to provide capitalisation support for the Far East and Baikal Region Development Fund and expand the list of investment projects in the Far East.
In particular, instructions to the Government concern organising international research and technology cooperation with APR nations, including to implement joint mega-science projects, and to finance socioeconomic development objectives in the Far East.
The Government is instructed jointly with Russian regional government agencies in the Far Eastern Federal District to consider giving seaports located in those regions the status of free ports.
The Ministry for the Development of the Russian Far East is instructed jointly with relevant federal executive agencies and organisations to develop a financial and economic model for developing the Northern Sea Route as a competitive transport corridor of global importance, including for container transport.
Rosneftogaz received a recommendation to invest 60 billion rubles into the Modern Shipbuilding Technologies company with the aim of financing construction for the Zvezda shipbuilding centre.
