Instructions following the meeting on developing unmanned aircraft systems

The President approved a list of instructions following the meeting on developing unmanned aircraft systems, held on January 28, 2025.

The Government of the Russian Federation, in collaboration with the Roscosmos State Corporation, the Autonomous Non-Profit Organisation Platform of the National Technology Initiative (NTI), and with the participation of organisations concerned, was instructed to ensure the inclusion of a series of measures in the national projects Unmanned Aircraft Systems, Data Economy and Digital Transformation of the State, and the national project for the development of space activities for the period up to 2030 and extending to 2036. These measures aim to coordinate the use of airspace and near-Earth space, including at the international level.

The measures pertain to the creation, development, and operation of low-orbiting satellite constellations for communications and navigation, as well as ground-based space infrastructure facilities to expand coverage areas required for communication with, and control of, unmanned aircraft systems; ensuring unified legal regulation of the aforementioned spaces to implement digital technologies for communication, navigation, and monitoring to enhance the safety of unmanned and manned aircraft flights; the creation and implementation of a unified identification system for unmanned aerial vehicles used in the interests of the Russian economy; and ensuring growth in the market for services using Earth remote sensing data.

Instructions to the Government of the Russian Federation include accelerating the development of the unmanned aviation industry to achieve technological leadership by 2030; establishing an efficient state management system for this industry; increasing the production localisation level for key components of unmanned aircraft systems and creating corresponding full-cycle production lines; and defining a new class of Russian airspace for unmanned aerial vehicle flights.

The Government was further instructed, in particular, to implement measures outlined in the roadmaps for high-tech sectors such as Advanced Space Systems and Services, Energy Storage Systems, New Materials and Substances Technologies, and Artificial Intelligence; analyse the needs of federal and regional executive authorities, as well as organisations across various economic sectors, for unmanned aircraft systems and approve a plan to meet these needs; improve the quality of specialist training for the unmanned aviation industry; promote the export of unmanned aircraft systems and related services; organise competitions for the design, creation, operation, and maintenance of unmanned aircraft systems to accelerate technological development in the industry; and, with the participation of the NTI Foundation, the Moscow City Government, and Sberbank of Russia, determine the Russian economy’s requirements (including those of the unmanned aviation sector) for high-power and high-capacity energy storage systems, and organise pilot and mass production of such storage systems using domestic materials.

The Government of the Russian Federation, in collaboration with the Autonomous Non-Profit Organisation Agency for Strategic Initiatives to Promote New Projects and the NTI Platform, was instructed to develop a national ranking system to identify best practices in the application of unmanned aircraft systems.

Instructions to the Government of the Russian Federation, jointly with the Moscow City Government and the Autonomous Non-Profit Organisation NTI Platform, include establishing a project office for the development of unmanned aircraft systems, endowed with the authority of a competence centre, and organising an international forum on unmanned systems development, with discussions on fostering international cooperation in this domain.

To expand the use of civilian unmanned aircraft systems, the Government of the Russian Federation was instructed, jointly with the Ministry of Defence, the Federal Security Service (FSB), and senior officials of the constituent entities of the Russian Federation, to submit proposals for amendments to laws and regulations so as to clarify the powers of public authorities to impose and lift restrictions on unmanned aerial vehicle flights.

The Government of the Russian Federation, in cooperation with the Ministry of Defence, the FSB, and with the participation of Sberbank of Russia, was instructed to take additional measures to substantially increase the use of unmanned aircraft systems across various economic sectors, with particular attention to the need to create and utilise a corresponding digital platform.

Instructions to the Government of the Russian Federation, jointly with specific agencies and organisations, further include enhancing the utilisation of dual-use and civilian technologies, attracting relevant specialists, and implementing technical solutions based on artificial intelligence to improve the autonomy of unmanned aerial vehicles.

An instruction to the Government of the Russian Federation, jointly with the Government of the Samara Region, provides for the establishment of a centre for unmanned aviation development in the Samara Region, including the creation of an unmanned aviation institute on the basis of Togliatti State University.
