Russia’s courts should be open to public oversight and accessible for citizens

Dmitry Medvedev discussed the current state of Russia’s judicial system and examined its development prospects with the heads of the country’s highest courts, the Prosecutor General’s Office, and the Justice Ministry.

In his remarks at the meeting, the President outlined a number of areas on which work to improve the judicial system should concentrate.

Raising the professional standards of judges is one of the key tasks in the development effort.

Mr Medvedev said that the public and public organisations should be more actively involved in evaluating judges’ performance. Russia’s jury service system is also in need of improvement, the President said.

Systemic measures must be taken to divide powers more rationally between the different courts and levels within the judicial system. Developing and bringing into effect the special procedures and institutions needed for settling administrative disputes outside of the courts will make it possible to relieve the burden on courts.

Steps must also be taken to bring order to procedures for court examination of administrative cases related to protection of physical and legal entities’ rights, and also disputes between subjects of public legal relations.

The mechanisms for enforcing court decisions and ensuring that they are applied in practice by those responsible for implementing laws need to be made more effective.
