The Federal Law aligns Federal Law On Technical Regulations on Tobacco Products with the provisions of the Customs Union Technical Regulations on Tobacco Products (TR CU 035/2014). This alignment involves removing mandatory requirements for smoked tobacco products and updating mandatory requirements for smokeless tobacco products.
In order to harmonise the legal framework of the Russian Federation with the technical regulations and regulatory documents of the Eurasian Economic Union, this Federal Law will only establish requirements for smokeless tobacco products.
As a result, the name of this Federal Law will be changed to “Technical Regulations on Smokeless Tobacco Products.” The law also establishes the procedure for identifying smokeless tobacco products, producing and distributing them on the territory of the Russian Federation (including requirements for ingredients and consumer information), the procedure for assessing compliance of these products with established requirements, etc.
The Federal Law also introduces corresponding amendments to a number of federal laws.
