Protocol on amendments to Collective Security Treaty

Dmitry Medvedev signed Federal Law On Ratification of the Protocol on Amendments to the Collective Security Treaty of May 15, 1992.

The Protocol was signed in Moscow on December 10, 2010.

The Protocol was drafted following the 2010 crisis situation in the Kyrgyz Republic, which demonstrated the need to improve the mechanism for employing the force potential of the Collective Security Treaty Organisation (CSTO Background information Collective Security Treaty Organisation (CSTO) ) to respond to crisis situations, and hence to amend the Collective Security Treaty of May 15, 1992.

The Protocol amends articles of the Treaty concerning measures to assist Treaty member-states with the aim of neutralising threats to their security, stability, territorial integrity and sovereignty, or threats to international peace and security.

The amendments also concern joint action obligations in case of an aggression or any other armed attack that threaten the security, stability, territorial integrity and sovereignty of a Treaty member-state, as well as the use of collective security forces and resources in the interests of international security, including beyond the national territories of Treaty member-states.
