The Federal Law abolishes the requirement to founders of local religious organisations in respect of which there is no confirmation of their being part of a centralised religious organisation, to submit for state registration documents certifying their existence as a religious group on a given territory for at least 15 years.
At the same time it is established that local religious organisations that are not part of a centralised religious organisation of the same faith, shall not be entitled to certain rights under the Federal Law On Freedom of Conscience and Religious Unions for ten years from the day of their state registration. Thus, they cannot create educational organisations or be the founders of centralised religious organisations.
