Under the Federal Law, religious educational institutions are granted the right to certify clergy and religious personnel of religious organisations who have completed a course at foreign educational institutions (centres) in educational programmes aimed at training ministers and religious personnel for religious organisations, as well as to implement additional professional programmes for them.
The Federal Law lists certain categories of citizens who cannot be leaders (participants) of a religious group, in particular, persons whose actions have been recognised by a court ruling to contain signs of extremist activity; as well as persons that are on the list of organisations and individuals reported to be involved in extremist activities or terrorism in accordance with the Federal Law On Countering Money Laundering and the Financing of Terrorism.
