Instructions to the Government of the Russian Federation concern, in particular, the transfer of additional inter-budgetary funds to the budgets of constituent entities of the Russian Federation in order to achieve the targeted salaries for certain categories of employees in the public sector of the economy; an analysis of activities of federal state budgetary institutions, including the salaries of their employees, state assignment scope, the quality of work performed and services provided, and proposals for improving the efficiency of their activities.
The Government, together with the executive authorities of the constituent entities of the Russian Federation, was instructed to ensure an increase in the salary budget for employees of public sector institutions at the beginning of 2023, providing for the further adjustment of the above salary budget in 2023 based on the growth rate of the average monthly salary of employees working in the private sector, to achieve the target salaries for certain categories of employees in the public sector of the economy. It was also instructed to ensure the unconditional achievement of the targeted salaries for certain categories of employees in the public sector of the economy.
The Government, together with the State Council Commission on Economics and Finance, was instructed to assess the risks of increasing the costs of the consolidated budgets of constituent entities of the Russian Federation in 2023 to implement the provisions of a number of presidential executive orders aimed at increasing the salaries for certain categories of public sector employees, and submit proposals for additional inter-budgetary transfers to the budgets of constituent entities of the Russian Federation in 2023 to unconditionally achieve the targeted salaries for certain categories of employees in the public sector of the economy.
The Government of the Russian Federation, together with the Government of the Astrakhan Region, was instructed to ensure the dredging of the Volga-Caspian Sea Shipping Canal to ensure the passage of vessels with a draft of at least 4.5 metres, starting in 2023; developing the seaport of Olya, and including it in the port special economic zone in the Astrakhan Region; and carrying out the design and construction of the marine station in Astrakhan.
It was recommended that the Russian Popular Front conduct a survey regarding the achievement of the targeted salaries for certain categories of workers in the public sector of the economy and send the results of this survey to the Government of the Russian Federation.
