The agreement was signed by the heads of state of all CSTO member countries at the CSTO Collective Security Council meeting in Moscow on December 10, 2010.
The agreement sets out the legal foundations for establishing within the CSTO interstate scientific and production organisations, integrated in their production and research capacity and focusing on forming unified production and technological processes for developing, producing, repairing, modernising, and decommissioning military goods, with the right to deliver independently the goods they produce to the CSTO member countries.
The creation of these organisations will be more effective in raising the quality of military goods, implementing a common military-technical policy, simplifying military technical cooperation mechanisms, preventing cases of unjustified competition, and maintaining and developing the national defence industry enterprises that enter these organisations.
