The Government has been instructed to make the necessary legal amendments that will put the long-term strategy for Russia’s science and technology development in the category of federal-level strategic planning documents.
The Government and the Presidential Council for Science and Education Presidium have been instructed to take the following steps, taking into account the provisions of the long-term science and technology development strategy:
Establish councils for priority areas of science and technology development that will work together with the state officials, representatives of scientific and educational organisations, and members of the business community;
Develop mechanisms to ensure scientific and educational organisations’ involvement in carrying out the science and technology development priorities;
The Government has been instructed to present proposals for developing excellence centres at leading scientific and educational organisations to carry out science and technology development priorities, and ensure state support mechanisms for each centre.
The Council for Science and Education Presidium has been instructed to coordinate the establishment and activities of the councils for priority science and technology development areas.
