The Federal Law provides for the possibility of issuing a residence permit without obtaining a temporary residence permit to a foreign citizen who has concluded an employment contract or a civil law contract for the performance of work (provision of services) with a duly accredited organisation carrying out activities in the field of information technology (except for entities that have resident status in a technology-innovative special economic zone), as well as to his/her family members.
The Federal Law also grants the said category of foreign citizens the right to be employed in the Russian Federation without a work permit or licence.
In addition, the Federal Law grants the President of the Russian Federation the authority to determine temporary specifics of the legal status of certain categories of foreign citizens.
