The instructions were issued jointly to the Government of Russia, the state academies of sciences, State Atomic Energy Corporation (Rosatom), Russian Technologies State Corporation (Rostechnologii), Russian Corporation of Nanotechnologies (RUSNANO), the nonprofit Foundation for Development of the Centre of Research and Commercialising of New Technologies, and major private suppliers for the national defence needs.
The instructions envisage a package of measures to be offered to improve defence and dual purpose R&D efficacy; preparation of suggestions on coordinating projects within the framework of state defence programmes with projects in priority areas of the Commission’s activities; the finalization of the defence and security fundamental research comprehensive programme; the development of a mechanism to exchange information between scientific and educational organisations conducting research and designs for defence, security and civil dual-purpose needs, and R&D organisations of the Russian Defence Ministry.
The Government was instructed to present suggestions on subsidising interest on mortgages for young specialists involved in research and development unedr state armament programme and state defence procurements.
Various other instructions were issued to the Defence Ministry and the Presidential Control Directorate.
