The Federal Law aims to improve Russian budget laws in terms of clarifying the sources of non-tax federal budget revenues in view of the adoption of Federal Law No. 619-FZ of December 19, 2023, On Amendment to Article 43 of the Russian Federation Law On Subsoil.
In accordance with the Federal Law, non-tax federal budget revenues are to be generated, inter alia, through regular payments, at a rate of 100 percent, for the use of subsoil when using subsoil outside the territory of the Russian Federation.
