The President instructed the Presidential Executive Office to create a multipurpose integrated rehabilitation centre for people with hearing loss in 2023–2025.
The Government of the Russian Federation has been instructed to facilitate the creation of an association bringing together Russian sports organisations for holding international sports competition for athletes from Shanghai Cooperation Organisation member states and other countries, including in sports disciplines on the Paralympics and Deaflympics programmes.
In particular, instructions issued to the Government include adjusting non-contributory pensions for workers with disabilities, using e-certificates to enable people with disabilities to pay for certain types of goods, works or services, and creating incentives for sole business owners with disabilities, as well as entities established by people with disabilities or by national civil society organisations for people with disabilities, to create jobs for people with disabilities.
The President instructed the Government of the Russian Federation, together with the State Duma and with input from national civil society organisations of people with disabilities, to enact a legal framework for regulating new kinds of employment for people with disabilities as well as social services for them.
Several instructions were given to the Government of the Russian Federation together with the senior officials of the constituent entities of the Russian Federation.
The President instructed the Government of the Russian Federation, together with the Government of the Donetsk People’s Republic, to create a multipurpose rehabilitation and habilitation centre for people with disabilities, including with combat-related disability.
The Ministry of Industry and Trade, together with the Ministry of Economic Development, the Ministry of Labour and the Government of the Nizhny Novgorod Region were instructed to draft and submit proposals on creating incentives for developing and manufacturing vehicles to be used when offering tourism-related services to people with disabilities.
