Instructions to the Government of the Russian Federation have been issued following the adoption of the Federal Law On Amending the Federal Law On Compulsory Health Insurance on December 8, 2020.
The Government has been instructed to ensure that a greater volume of specialised medical care is covered by the basic compulsory health insurance programme, in the period from 2021 to 2023, as compared to 2020, including high-tech services provided by federal medical facilities to patients with complex and severe cases, referred to them by regional medical systems.
The new instructions also call for an increase in the level of subventions from the Federal Compulsory Medical Insurance Fund to regional and municipal compulsory medical insurance funds in 2021–2023, compared with 2020; as well as for the clarification of the authority of medical insurers in connection with the new federal legislation.
The Ministry of Healthcare and the Healthcare working group at the State Council, along with regional executive authorities, have been instructed to organise the monitoring of the implementation of the Federal Law, with the involvement of insurance companies and patient groups.
