The Federal Law establishes that imports (exports) of narcotic drugs and psychotropic substances listed in Schedules II and III of the List of Narcotic Drugs, Psychotropic Substances, and their Precursors Subject to Control in the Russian Federation, and included in first aid kits, sets, and kits for medical devices and/or medications, are carried out in accordance with the laws of the Eurasian Economic Union, international treaties signed by the Russian Federation, and legislation of the Russian Federation. Oversight of the use of such narcotic drugs and psychotropic substances shall be performed by Roszdravnadzor, as well as the bodies engaged in combatting the trafficking of narcotic drugs and psychotropic substances.
The provisions of the Federal Law also cover the procedure for storing, transporting, acquiring, using for medical purposes and destroying the above narcotic drugs and psychotropic substances on ships sailing under the flags of foreign states calling at ports of the Russian Federation or navigating inland waterways of the Russian Federation, as well as on ships sailing under the State Flag of the Russian Federation.
