Instructions following a meeting of the Council for Physical Culture and Sport

Vladimir Putin approved a list of instructions drafted following a meeting of the Council for Physical Culture and Sport on April 22, 2016.

The Government has been instructed to submit to the State Duma a draft federal law regulating legal relations in professional sport, and draft a sub-programme, Developing Hockey in the Russian Federation over 2018–2020, as part of the Federal Targeted Programme Developing Physical Culture and Sport in the Russian Federation over 2016–2020. This sub-programme would include the establishment of hockey development centres in the federal districts.

Instructions to the Government concern financing measures to develop hockey, build up material and technical resources for hockey, including construction of indoor sports facilities with artificial ice rinks at the federal universities and other higher education institutions carrying out education programmes in physical culture and sport, support for student hockey teams and federal budget subsidies for women’s hockey clubs and women’s national teams in hockey, bandy, and sledge hockey.

Other instructions concern medical provisions for people going through sports training, training for the national sport reserve through to 2025, and improvements to the system of pay for coaches and the system for spotting and selecting gifted children.

The State Duma has been asked to examine the draft federal law regulating legal relations in professional sport during its 2016 spring session.

The Government and the regional executive authorities (in regions where hockey is one of the main sports), together with the Russian Hockey Federation and the Continental Hockey League have been instructed to draft a programme for ensuring provision of sports equipment and hockey equipment in general educational institutions.

The Government, together with the regional governments in the Moscow and Novosibirsk regions, have received instructions on construction of indoor artificial ice stadiums in these regions.

Separate instructions on developing hockey were given to the Sports Ministry and include an instruction to draft measures to promote a bid to host the 2022 world youth hockey championship in Novosibirsk.
