The Government of the Russian Federation was instructed to make amendments to the legislation that would extend the programme to relocate people from dilapidated housing, which was in effect until January 1, 2018, and that would extend the operation of the Housing and Utilities Reform Fund state corporation until January 1, 2026.
In addition, the amendments include, in particular, the criteria for recognising residential buildings as dilapidated; mechanisms to relocate people from dilapidated housing; requirements for contractors involved in housing construction as part of programmes to relocate people from dilapidated housing; and development of built-up areas.
Separate instructions were given to the Government of the Russian Federation jointly with regional authorities, as well as to the Ministry of Construction and Housing and Utilities.
