The Federal Law aims to improve the state regulation of the production and circulation of tobacco, tobacco products, nicotine-containing products, and raw materials for their production, as well as reducing the share of the illegal tobacco market.
The Federal Law specifies the grounds for refusing state registration of the main processing equipment for the production of tobacco, tobacco products, nicotine-containing products, and raw materials for their production, and also defines a list of cases when such processing equipment is not subject to conservation.
The Federal Law expands the list of requirements for license applicants and introduces additional grounds for license denials, for issuing notifications requiring the rectification of identified violations, and for the extrajudicial revocation of a license by decision of the federal supervisory authority.
The Federal Law also stipulates that the minimum price for tobacco products, with the exception of cigarettes, shall be determined in accordance with the procedure established by the Government of the Russian Federation.
