The Government of the Russian Federation has been instructed to draft legislative and other regulatory acts on organising children’s recreation and health improvement; on mandatory requirements for organisations and self-employed entrepreneurs engaged in this work; on the authority of federal and regional executive bodies of power and local self-government bodies in organising children’s recreation and health improvement, including safety; requirements for any travel done with underage children.
The Government has been instructed to designate a federal executive body to draft and implement federal policy and legal regulation in organising children’s recreation and health improvement. The Government also has been asked to consider introducing amendments to Russian legislation to deal with the licensing of activities related to organising children’s recreation and health improvement; mandatory life and health insurance of children during their stay in recreation places; and public oversight of the organisation of children’s recreation and health improvement.
Individual instructions were issued to the Prosecutor’s General Office, the Emergencies Ministry, the Ministry of the Interior and top officials of the regions of the Russian Federation.
The Federal Security Service (FSB), the Ministry of the Interior and the Federal National Guard Service have been instructed to elaborate and carry out in cooperation with the regional executive bodies a package of additional measures on protecting children’s recreation locations from terrorism.
