The instructions were given following a meeting on financial market development and the creation of an international financial centre in Russia, held on July 3, 2010. Head of the working group on the International Financial Centre (IFC) in Moscow Alexander Voloshin was instructed to prepare suggestions on simplifying registration, passport and visa procedures and formalities for foreign financial specialists, investors and issuers staying in Russia, as well as simplifying their engagement in entrepreneurial and other activities permitted on Russian territory.
Many of the suggestions on simplifying registration, passport and visa procedures for highly skilled foreign specialists were put into practice through the December 23, 2010 Federal Law On Amendments to Certain Legislative Acts of the Russian Federation.
The suggestions to simplify entrepreneurial and other activities permitted on Russia’s territory for the above-mentioned specialists will be put together once there is a clear position regarding the range of the International Financial Centre participants.
