The Government has been instructed to draft and approve an action plan for increasing labour productivity and creating and modernising high productive jobs in line with the objectives set out in the Presidential Executive Order of May 7, 2012 On Long-Term State Economic Policy.
In its work, the Government must pay particular attention to ensuring that state-owned companies, companies in which the state has a more than 50-percent stake, and state unitary enterprises implement the measures.
The Government has been instructed to decide which federal body will be responsible for coordinating this work, and will include labour productivity increase and job creation and modernisation targets in the federal executive bodies’ work plans and the state programmes.
The Economic Development Ministry and the Russian Statistics Agency have been instructed to draft methods for calculating labour productivity growth and the share of high-tech and science-intensive products in the gross domestic product and gross regional products.
