The Federal Law is aimed at improving the legal basis for regulation in export control and eliminating excessive administrative barriers in conducting foreign economic activities with regard to high technology products in order to stimulate the export growth for such products.
The Federal Law envisages the possibility of establishing a license-free export regime for other states regarding certain types of controlled goods, provided this does not run counter to the national security interests and international commitments of the Russian Federation. The lists of such states and types of controlled goods are to be approved by the President upon the recommendation of the Government Cabinet.
The amendment establishes the requirements to Russian participants of foreign economic activity and the conditions they need to meet to obtain the right to ship controlled goods to other states under the licence-free export regime.
