The Government of the Russian Federation has received instructions to analyse the application of the existing mechanism for the development, implementation and assessment of state programmes’ efficiency and to amend corresponding legal acts in terms of:
ensuring the alignment of state programme clauses and parameters with certain social and economic development priorities and targets;
establishing the targets, goals and measures within the state programmes and the corresponding target figures that can be applied for the assessment of the scope and sources of funding;
applying objective criteria and quantitatively measurable indexes in various state programmes;
establishing the authority of various responsible executing agents, their co-executors and participants, as well as the personal liability of individuals who hold public offices and top level civil service posts in federal executive bodies for the efficiency of the measures implemented and the achievement of the set targets;
up-to-date risk assessment of the failure to achieve the targets, as well as risk management mechanisms;
improving control and supervision over the implementation of state programmes.
In its work to amend the state programmes and align them with the federal law on the state budget for 2015 and the 2016–2017 planning period, the Government has been instructed:
to update the goals, tasks, measures and targets, ensure their alignment with the scope and sources of funding with due account of risk assessment of the failure to meet the target figures;
to establish the officials responsible for implementing state programmes, sub-programmes, target figures and measures.
