Instructions to the Government concern inventories of accounts receivable and analysing effectiveness of measures taken by the main disbursers of budget funds to reduce this kind of debt. The Government has also been instructed to take the results of this analysis into account during redistribution of budget money in 2015, allocating federal budget money in 2016, and planning budget spending in 2017–2018.
The Government has been instructed, when approving or adjusting state programmes, to ensure that their indicators correspond with the indicators set for national tasks and objectives.
The Government has been instructed to make a number of relevant legislative amendments.
In order to prevent accounts receivable debt from increasing and bring down the current level of debt, the Government, together with the Central Bank, has been instructed to present proposals that would end opportunities for currency regulation violations.
