The Government is to submit proposals on mechanisms to finance certain high-tech development sectors with funds attracted from the fuel and energy companies that are partially owned by the state, such as Rosneft, Rosseti, Gazprom and Transneft, on the condition of these funds’ repayment and profitability.
The Government is to work together with the Presidential Executive Office, the Federation Council and the State Duma, as well as the expert community to formulate and submit proposals on a mechanism for a priority discussion on legal regulation of the creation and implementation of high technology, including digital technology.
The Government is also to formulate an action plan for the improvement of state governance through the introduction of digital technology and ensure its implementation within the framework of the Digital Economy national programme.
To encourage the development of the academic and industrial potential of Siberia, the Government is to work together with the Russian Geographical Society and the Russian Academy of Sciences, as well as the expert community, to formulate and submit proposals on the priority development of the Angara-Yenisei macroregion, including drafts of related laws.
The Economic Development Ministry, jointly with the Construction Ministry and the governments of the interested regions, is to take measures to improve the system of attracting foreign investment into water supply and discharge facilities.
The Agency for Strategic Initiatives, jointly with the regional governments, the concerned Russian development institutes and international organisations, is to supervise the creation of a platform for the exchange and proliferation of the best practices in the sphere of socioeconomic development.
