Instructions to the Government cover, in particular, drafting a federal law aimed at establishing the legal regulation of relations in culture in view of the accession of the Republic of Crimea to the Russian Federation and the creation of new regions within the Russian Federation.
The Government, together with the Presidential Executive Office and executive authorities in the Republic of Crimea and the city of Sevastopol, are to draft a system of measures aimed at developing culture and the arts in the Republic of Crimea and Sevastopol, envisaging corresponding funding scopes and sources.
Jointly with the Presidential Executive Office and the executive authorities of the city of Sevastopol, the Government is to ensure the preservation of the world heritage site of the Ancient City of Tauric Chersonese and its Chora in compliance with UNESCO requirements, and also to resolve the issue of transferring to the Russian Federation of the National Museum of the Heroic Defence and Liberation of Sevastopol and the Tauric Chersonese National Preserve.
The Government, jointly with executive authorities of the Republic of Crimea, has been instructed to submit proposals regarding the development of filmmaking at the Yalta Film Studio; to ensure the preservation of the archaeological heritage during design, construction and reconstruction of transportation, communication and media, as well as power and water supply facilities on the territory of the Kerch Peninsula; and to consider the creation of an East Crimea history and culture preserve.
In addition, the Government, together with the executive authorities of the Republic of Crimea and the city of Sevastopol, are to consider the construction of theatres and concert halls on their territories, making maximum possible use of private investment and public-private partnerships.
