The Presidential Executive Office and the Presidential Council for Culture and Art have been instructed to prepare the concepts of federal laws On Culture and On Amending Individual Legislative Acts following the Adoption of Federal Law On Culture and to supervise the drafting of these laws based on these concepts.
Other instructions to the Presidential Executive Office and the Presidential Council for Culture and Art concern the procedure for granting honorary titles to workers of culture and the arts and the holding of a meeting of the State Council or the State Council Presidium on maintaining and further developing traditional and folk arts in 2018.
The Government has been instructed to establish a Sergei Rachmaninoff International Contest for conductors, concert pianists and composers.
Other instructions to the Government concern new financing mechanisms in filmmaking to promote regional production centres and the distribution of national films; annual federal budget allocations to the Culture Ministry related to the production of new theatre performances within the Theatre for Children project; as well as federal budget financing of the establishment and maintenance of a network of special storage facilities for archaeological finds.
The Government and the regional executive authorities have been instructed to provide federal assistance to the training of professionals for regional and municipal art organisations at federal state schools.
The Culture Ministry has been instructed to ensure the creation and functioning of an information support centre for volunteer cultural heritage movements.
