The instructions for the Government of the Russian Federation concern purchases at the expense of the federal budget and delivery to the regions of certain expensive medications needed for the inpatient treatment of COVID-19 patients; the daily monitoring of the availability of medicines, including medical oxygen, and medical products required for the outpatient and inpatient treatment of people infected with COVID-19; and support for the regions of the Russian Federation, where a difficult sanitary and epidemiological situation involving a high incidence of COVID-19 is taking shape, using additional forces and assets of the Defence Ministry, the Emergencies Ministry and other federal executive agencies.
The Government has also been instructed to develop a set of measures designed to manage risks in the Russian Federation related to the negative consequences of energy shortages in European countries, including the destabilisation of nitrogen fertiliser, iron-and-steel and food markets.
The Government, jointly with the regional executive authorities, have been instructed to ensure a manifold increase in the volumes of testing for the early detection of individuals infected with COVID-19, providing, within a short timeframe, for measures to isolate such persons and those who were in contact with them, and to step up the rates of vaccination against COVID-19 in the regions, with a focus on people in the 60+ age category and persons with chronic illnesses.
The Government, jointly with the regional executive authorities and parties to social partnerships, have been instructed to approve and implement recommendations on extending to employees, who are being inoculated against COVID-19, a two-day paid leave of absence.
A number of instructions have been issued to the Healthcare Ministry jointly with the Ministry of Science and Higher Education, the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor), the Federal Medical-Biological Agency, and the Russian Academy of Sciences. The instructions concern the dispatch of teams of medical specialists from the leading medical and research centres to regions with a high incidence of COVID-19 to provide treatment, consultations and organisational support.
The top officials in the regions of the Russian Federation, in collaboration with Rospotrebnadzor, have been instructed to step up supervision over compliance with all restrictions.
The presidential plenipotentiary envoys to the federal districts have been instructed to monitor compliance with this list of instructions in the regions of the Russian Federation.
Corresponding recommendations to the top officials in the Russian regions have also been issued.
