Instructions to the Government concern, in particular, deciding the funding needed for the relief efforts, oversight measures to ensure that owners of hydro-technical facilities follow the rules on floodwater passage, creation of reserve volumes in water reservoirs to ensure safe passage of floodwaters, and amendments to laws so as to prevent capital construction on sites at risk of flooding.
Instructions were also given on insurance payments, organising holidays for children and families with children from flood-affected areas, rapid reconstruction of damaged roads and bridges, energy facilities and housing and utilities infrastructure, and monitoring of the health, epidemiological and veterinary situation in the flood-affected regions.
The heads of the republics of Altai, Tyva and Khakassia and Altai Territory, together with the Presidential Plenipotentiary Envoy to the Siberian Federal District, the Emergency Situations Ministry and other relevant federal executive bodies and local government bodies have been instructed in particular to complete all emergency repair work in the flood-affected regions, conduct a comprehensive assessment of the damage caused by the floods, and provide emergency assistance to the people affected by the flooding.
