The Government of the Russian Federation has been instructed to oversee the introduction of amendments to Russian legislation that will guarantee stable legal and tax conditions for the residents of the territories of priority socio-economic development in the Far Eastern Federal District and the residents of the Free Port of Vladivostok for 10 years after receiving the relevant status, as well as amendments providing lower rates for various insurance premiums to the residents of territories of priority socio-economic development in the Far Eastern Federal District and the residents of the Free Port of Vladivostok which obtain the relevant status and open new production lines before December 31, 2025.
The Government also has been instructed to address the issue of providing Progress Arsenyev Aviation Company named after Nikolai Sazykin with contracts for the manufacture of helicopters by state-run corporations and companies, and by commercial enterprises with more than 50 percent of charter capital owned by the Russian Federation, as well as their subsidiaries and fuel-and-energy companies.
Instructions to the Government concern, in particular:
- further measures to simplify the granting of Russian citizenship to foreign citizens who invested $10 million or more in the Far Eastern Federal District;
- implementation of the Demographic Policy Concept for the Far East to 2025;
- analysis of global best practices on regulating geological surveying and presentation of relevant proposals to improve legislation;
- modernisation of the infrastructure of the Beringovsky sea port;
- measures to encourage private investment in the construction and upgrading of power capacities in the Far Eastern Federal District.
The Government has been instructed to address, in cooperation with Rosneft petroleum company, the issue of meeting the demand of the Zvezda shipbuilding complex for Russian-made large steel sheets, paying special attention to the start date for the construction of super-ships and marine facilities.
The Government has been instructed to work with the Agency for the Development of Human Capital in the Far East and the executive bodies of the regions included in the Far Eastern Federal District to develop a programme for training personnel for the district’s key industries.
The instructions issued jointly to the Ministry of Education and Science and the executive bodies of the regions included in the Far Eastern Federal District concern comprehensive modernisation of secondary vocational education with due account of WorldSkills standards.
To encourage the growth of business activities of small and medium companies in the Far East, separate instructions have been issued to the Ministry for the Development of the Far East jointly with the executive bodies of the regions included in the Far Eastern Federal District, and the Federal Corporation for Developing Small and Medium Business.
The instructions issued to the Ministry of Labour and Social Protection jointly with the executive bodies of the regions included in the Far Eastern Federal District concern the implementation of the programmes to improve labour mobility in these regions.
The instruction issued to the Ministry for the Development of the Far East jointly with the Ministry of Education and Science and the Agency for the Development of Human Capital in the Far East concern the training of qualified specialists for diamond-cutting plants in the Far Eastern Federal District.
Individual recommendations have been issued to the Primorye Territory administration and the regional government bodies that are part of the Far Eastern Federal District.
