The ceremony was also attended by Acting Governor of the Kemerovo Region Sergei Tsivilev Tsivilev Sergei Tsivilev SergeiMinister of Energy of the Russian Federation and Presidential Plenipotentiary Envoy to the Siberian Federal District Sergei Menyailo Menyailo Sergei Menyailo SergeiHead of the Republic of North Ossetia-Alania .

The memorial by Ernst Neizvestny was unveiled on the eve of Miners’ Day, August 28, 2003, at the site where coal was discovered in 1721.
