The instructions aim to introduce a socially oriented and cost-effective system of gas supply and gas infrastructure development.
The President instructed the Government of the Russian Federation, together with regional executive bodies, Gazprom and other interested organisations in this sector to ensure the funding for connecting individuals to gas grids without their financial input.
In particular, the instructions provide for amending the procedures for preparing fuel and energy balance plans in order to factor in projections for consumer demand for gas (pipeline gas, liquified petroleum gas and natural gas), as well as alternative energy; completing gas infrastructure development in stages, by 2024 and 2030; digitising gas infrastructure development efforts, including for ensuring safe operation of gas grid facilities, gas installations in residential buildings and inside the apartments, and ensuring telemetric control of gas supply; amending laws to simplify procedures when designing, building, renovating and carrying out major repairs of gas pipelines and gas grids.
The President instructed the Commission on the Strategy for the Development of the Fuel and Energy Industry and Environmental Safety to coordinate the work by the executive bodies at all levels, local government bodies and other institutions in carrying out these instructions by setting up a working group to this effect.
