The instructions are aimed at creating a modern railway infrastructure, accelerating economic growth and improving the quality of life in the regions of Siberia and the Far East.
The Government has been instructed, while implementing the projects for the development of the Baikal-Amur and Trans-Siberian railways in the Siberian and Far Eastern federal districts, to ensure an integrated approach to the creation of sustainable transport links between promising centres of economic growth, also taking into account the provisions of the Russian Federation’s Spatial Development Strategy until 2025; the elimination of logistical limitations on Russian companies entering the Asia-Pacific region markets; and a guaranteed and sustainable energy supply to regions adjacent to the Baikal-Amur and Trans-Siberian railways in the Siberian and Far Eastern federal districts.
The Government was also instructed to analyse the current strategic planning documents for the industries concerned, as well as long-term and investment programmes of Russian Railways, Rosseti and RusHydro and, if necessary, to take action to update them; to ensure the implementation of priority measures to develop (modernise) transport, utilities, social and other infrastructure in these regions; to prepare proposals on curbing the increase in consumer electricity prices due to the need to supply new sections of the BAM and Transsib railway infrastructure.
The instructions to the Government also concern taking more effective measures to increase the capacity of the Baikal-Amur and Trans-Siberian railways in the Siberian and Far Eastern federal districts.
Separate instructions were given to the Government together with Russian Railways.
