Instructions for the Government include the allocation of the federal budget funds to the St Petersburg budget to ensure the implementation of individual projects related to transport infrastructure, to update the rolling stock of urban electric transport, and to carry out projects to expand the street and road network in the city of Kronstadt.

In addition, the Government was instructed to provide for the allocation of funds from the National Wealth Fund in 2022–2031 in the amount of up to 96.9 billion rubles to purchase 950 metro cars for St Petersburg and to finance priority measures to develop the St Petersburg transport hub’s railway infrastructure in the amount of up to 48.3 billion rubles in 2022 – 2024.

Instructions for the Government of the Russian Federation and for Russian Railways, and the Leningrad Region concern the construction or rebuilding of facilities to ensure transport accessibility to the Igora Drive complex during the Russian stage of the FIA Formula One World Championship.

Instructions for the Government of the Russian Federation and the governments of St Petersburg and the Leningrad Region concern the implementation of a number of projects to expand the transport infrastructure of the Leningrad Region, in particular, to build a bypass route around St Petersburg, under a public-private partnership arrangement, which will provide a more direct route from Baltic Sea ports and the city of Murmansk to the high-speed motorway network of the Russian Federation.
