The instructions to the Russian Government relate to free meals and drinking water supply using the funds the federal budget for fire fighters and volunteers involved in extinguishing wildfires; methods for distributing subventions from the federal budget between the Russian regions to exercise powers in forest relations; and an increase in budget allocations to support the activities of state forestry inspectors.
The Government, together with the Emergencies Ministry, has been instructed to consider the creation of an interregional northern forest firefighting centre and to prioritise the outfitting of units of the Ministry’s territorial bodies with rescue, firefighting and other special-purpose equipment in the Russian regions that are at the highest risk of wildfires and floods.
The Government, together with the Emergencies Ministry and regional executive bodies, has been instructed to ensure the formation of the necessary reserve of personal protective equipment for the work of organisations and volunteers engaged in the prevention and response to natural and man-made disasters amid the spread of the novel coronavirus infection (COVID-19).
In addition, the Government, together with the Emergencies Ministry and regional executive bodies, has been instructed to develop proposals for legislative amendments aimed at increasing the liability of citizens and legal entities for violating fire safety requirements and causing damage to buildings, structures, agricultural facilities, agricultural fields and forest plantations.
A number of instructions have been given to the Russian Government together with the governments of the Trans-Baikal Territory, the Kemerovo Region (Kuzbass), the Amur Region, the Primorye Territory, the Khabarovsk Territory and the Jewish Autonomous Region.
