The Presidential Executive Office, together with the Federal Agency for Youth Affairs, have been instructed to draft and submit proposals on establishing a national environmental youth movement.

The President instructed the Government, together with the Presidential Executive Office and the Kamchatka Territory executive bodies, to ensure that the Ecosystem Environmental Forum is held annually in the Kamchatka Territory.

The Government, together with Znaniye (Knowledge) Society, and with the participation of the Russian National Public and State Movement of Children and Youth, received instructions dealing with the implementation of a package of measures on building environmental awareness among students and reviving the young naturalists’ movement.

The Government, together with executive bodies of the Russian Federation constituent entities in Russia’s Arctic zone, and involving the Clean Arctic non-profit organisation, received instructions regarding volunteer undertakings to preserve the Arctic environment, including collection, accumulation, transportation and recycling of waste in the Arctic zone, as well as ensuring funding of this activity.

Together with the Donetsk People’s Republic and the Lugansk People’s Republic, as well as executive bodies of other regions of the Russian Federation, and with the participation of the Memory Garden non-profit organisation, the Government of the Russian Federation has been instructed to draft a programme to send humanitarian environment-awareness missions and train environment protection and resources management personnel in these regions of the Russian Federation, as well as to carry out this programme in order to minimise the damage to natural sites resulting from hostilities.

The Government received instructions to review the question of including coastal clean-up projects in Russia’s Far East and Kamchatka Territory’s northern reaches in the Big Clean-Up federal project.

Instructions to the Government of the Russian Federation and executives bodies of the Kamchatka Territory deal with creating a year-round youth education centre at Voskhod Youth Recreation Camp (Yelizovsky District, Kamchatka Territory), as well as carrying out and funding the programme to create infrastructure for tourist routes and landmark natural sites in the Kamchatka Territory.

In addition to this, the Government of the Russian Federation received instructions to make legal amendments granting more authority to environment protection inspectors while setting forth additional requirements for them.
