Presidential Aide and Special Presidential Representative for Climate Issues Ruslan Edelgeriyev headed the Russian delegation at the ministerial roundtable on preparations for the 30th UN Climate Change Conference (COP30) to be held in Belém, Brazil, on November 10–21, 2025. The roundtable meeting served as a platform for discussing anticipated outcomes for the matters on the COP30 agenda.
Ruslan Edelgeriyev noted in his remarks that this year is crucial because all the Parties are to present their updated Nationally Determined Contributions (NDCs) outlining national climate efforts for the next five years. The Presidential Aide said he believed that NDC targets should be ambitious while inextricably linked to the principles of balanced and sustainable development so as to ensure socioeconomic advancements of our nations alongside climate progress.
Ruslan Edelgeriyev expects balanced outcomes to be achieved in Belém that will entirely conform to the spirit and letter of the UN Framework Convention on Climate Change and the Paris Agreement. Tangible results must be therefore achieved in the following priority areas identified by the Brazilian Presidency:
The Global Goal on Adaptation (GGA): Pragmatism must be demonstrated to reach agreement on at least a minimal set of universally accepted indicators for measuring progress towards the GGA, with a possibility of further efforts in this area following COP30;
The Just Transition Work Programme (JTWP): We expect progress in agreeing on the establishment of a special mechanism to deliver real technical support to developing countries on their path to just transition;
The Global Stocktake: It is vital to launch both dialogues in two modalities that will be fitting for all Parties. The dialogues must be based on national stocktakes, with a focus on implementation and assessment of impediments. The dialogue mandates must not contain prescribing clauses.
The delegation members confirmed the readiness of the Russian Federation for a constructive and fruitful cooperation to attain successful outcomes of COP30.
