On the sidelines of COP30, Special Presidential Representative for Climate and Water Resources Ruslan Edelgeriyev held a series of bilateral meetings with high-ranking representatives from the Republic of Turkiye, Saudi Arabia, the United Arab Emirates, Mexico, and Venezuela. During these meetings, the parties aligned their positions on key negotiation tracks and agreed to deepen cooperation.
In the course of his bilateral engagements and public statements, the Presidential Aide consistently advocated the position that climate action must not become a tool for discrimination in international trade or a threat to global energy security. He underscored that the pathways for implementing a just energy transition must be determined independently by each state, with due consideration for national circumstances and socioeconomic development priorities.
During the negotiations, the Russian Federation, in coordination with a broad group of developing countries, succeeded in preventing the adoption of aggressive scenarios for a forced phase-out of hydrocarbon-based energy. Consequently, the final document contains no mention of the roadmap, proposed by several states, for the complete cessation of fossil fuel use.
A significant outcome was the approval of the Republic of Turkiye as the chair of the next climate conference, COP31, to be held in 2026. On behalf of the Russian Federation, the Special Presidential Representative for Climate and Water Resources provided comprehensive and consistent support for Ankara’s bid throughout months of consultations, recognising Turkiye as a strategic partner capable of ensuring constructive and inclusive dialogue at the future conference.
The Russian delegation also participated constructively in deliberations on other matters. In particular, Russia supported the decision to scale up adaptation finance by developed countries for the benefit of developing nations.
The Russian Federation will continue its responsible participation in the negotiation process, remaining committed to implementing the Paris Agreement based on the principles of fairness and common but differentiated responsibilities.
