Before proceeding to the topic of the economy, Andrei Vorobyov reported on the support for participants in the special military operation and their families. The Defenders of the Fatherland Foundation operates productively in the region. In addition, each municipality has divisions dedicated to helping combatants’ families. The Foundation has helped 18,000 people, both SMO participants and their families, in resolving their issues. The Time of Heroes federal programme is being implemented and a similar regional project is about to be launched. Rehabilitation centres are operating as are volunteer movement centres that have opened in each town. Work is in progress to provide various kinds of assistance to Belgorod and Kursk.
The Governor also reported on the implementation of priority projects in healthcare, specifically the Roshal Children’s Centre, which is now operating at full capacity. In 2025, it is performing about 60 surgeries per day, with 115,000 children receiving medical assistance before the end of the year. Additionally, 20,000–25,000 individuals can undergo hospitalisation to receive high-tech assistance, among other services. A large regional hospital with the capacity to treat up to 1,200 patients is being built in Balashikha. It is set to be commissioned in December 2027. The construction of a major hospital will commence in Mytishchi later this year.
The Governor also focused on road construction, specifically mentioning crossover roads, multi-level junctions, and a concession scheme for building the South Lytkarino highway. He noted that transport was crucial for the development of the five industrial parks currently under construction.
The Governor emphasised plans for upgrading the heat and power supply systems, as well as developing gas infrastructure. A power supply programme has been drafted for the next four years jointly with the Rosseti power grid company, the Energy Ministry, and the Mayor of Moscow. The Governor stressed that the region needs a large electricity supply system.
Andrei Vorobyov also reported that approximately 25 schools will be built in 2025 to accommodate the annual influx of 25,000 new students. A major school renovation programme is being implemented. The Governor pointed to the need to increase the number of teachers, particularly in subjects such as maths, Russian, physics, chemistry, and biology. A regionally subsidised social mortgage scheme is available to teachers.
