The Federal Constitutional Law is intended to align and improve anticorruption prohibitions and obligations.
The Federal Constitutional Law stipulates the establishment of an obligation for theHuman Rights Commissioner of the Russian Federation and members of the Government of the Russian Federation to take measures to prevent and regulate conflicts of interest involving the indicated entities.
The Federal Constitution Law also specifies provisions concerning the prohibition for Government members to engage in entrepreneurial activities personally or through proxies, including participation in management of business entities independently of their organisational and legal form, and the obligation to transfer securities (shares, equity in the authorised capital of organisations) to trust management for as long as they remain members of the Government.
