Signed on behalf of the Russian Federation in Strasbourg on January 27, 1999, the Criminal Law Convention on Corruption was ratified by the Russian Federation on July 25, 2006.
In its resolution on legal and financial consequences of the cessation of membership of the Russian Federation in the Council of Europe, the Committee of Ministers of the Council of Europe decided to cease the membership of the Russian Federation in the Group of States against Corruption (GRECO), which is tasked under the Convention with monitoring compliance by the parties.
Under this resolution, Russian Federation’s GRECO membership ceases, except when GRECO exercises its functions under the Criminal Law Convention on Corruption, but without the right to participate in the discussion or the adoption of reports, and without the right to vote.
Considering that the Russian Federation finds these terms unacceptable, and also in order to take measures to prevent any discriminatory treatment in its regard as part of GRECO’s assessment mechanisms, the Russian Federation denounces the Convention and withdraws from GRECO.
