The Government of the Russian Federation has been instructed to introduce proposals on determining a federal executive body in charge of developing and implementing state policy and regulatory framework on protecting the family and children as well as custody and guardianship, establishing social support measures for families with children, children in difficult life situations, orphans and children without parental care, and prevention of family problems.
The Government has also been instructed to analyse the practice of providing state support for families with children in difficult life situations, and present proposals on amendments to legislation in order to expand the scope and forms of state support and introduce standards for its provision with due consideration of every family’s needs.
The Government has also been instructed to analyse the regional efforts on the prevention of inhalant abuse among teenagers, and to draft proposals on improving laws to regulate turnover of goods whose use for purposes other than intended can cause health- and life-threatening intoxication in underage children.
The instructions for the Government jointly with regional executive bodies concern improving the work of child protection services for underage children and introduction of amendments to laws that specify these services’ authority; training and advanced training of personnel of child protection services; drawing a plan of measures to prevent child abandonment for 2022–2025, providing for the improvement of legal provisions on support, promotion and protection of the family and preservation of family values.
