The Government has been instructed to take measures to increase the number of children receiving additional education and enhance the accessibility of additional education establishments, especially those for children in difficult circumstances, children with disabilities and children who require long-term medical care, as well as to monitor the introduction of a customised additional education financing system in the constituent entities of the Russian Federation.
The Government is also to publish on the Public Services Portal information about establishments offering additional education to the above groups of children, the target of these establishments’ general education curricula, and the assessment of the availability and quality of such additional education programmes.
The Government has been instructed to draft and adopt a development concept of additional education until 2030 and an action plan for its implementation.
The Government is to help the National Research Centre Kurchatov Institute to establish a children’s centre offering general and additional education in scientific, engineering and technological subjects, courses and disciplines (modules), and also to stipulate additional federal budgetary allocations for the establishment of the centre’s infrastructure and for financing its operation.
The Government of the Russian Federation, jointly with regional executive authorities, is to analyse the practice of organising tours for the pupils of general education and vocational schools and to submit proposals to improve their organisation and to hold them regularly, including historical, cultural, scientific and patriotic tours.
The Government, working together with the Presidential Executive Office is to draft and submit proposals on updating the Concept of Information Security for Children approved by a Government Resolution of December 2, 2015.
Instructions for the Ministry of Education, the Ministry of Culture, the Ministry of Sport, the Ministry of Science and Higher Education and the regional executive authorities deal with the volume of guarantees of personalised financing of additional education for children depending on the incomes of their families, the status of the family and the child concerned, and the educational achievements of such children.
