Taking part in the meeting were Presidential Aide, State Council Secretary Alexei Dyumin, Minister of Sport Mikhail Degtyarev, members of the Council for the Development of Physical Culture and Sport, heads of Russian regions, representatives of federal and regional executive bodies, and public organisations.
Alexei Dyumin noted that the President prioritises physical culture and sports as one of the strategically important areas for the country. That prompted the establishment of a separate State Council commission on this matter. The commission will operate as an effective permanent platform for developing proposals and initiatives related to physical culture and sports in Russia, for the exchange of views between the federal authorities, the regions and the expert community, the State Council Secretary noted.
Furthermore, Alexei Dyumin stressed that many policies and mechanisms in Russian sports require reboot and update: structural changes in the management system, position in the international arena, and adding alternative formats of competitions within BRICS and the SCO.
Mikhail Degtyarev reported on the implementation of Presidential instructions, including the creation of a foundation that will provide additional support for children’s and youth sports, mass sport, sports schools, the Russian Olympic Committee, the Russian Paralympic Committee, the Russian Deaflympic Committee, the Special Olympics of Russia, and national and regional sports federations. The foundation will help implement new formats of international competitions and develop sports infrastructure. The foundation will be funded mainly with purpose-oriented allocations from gambling.
In conclusion, Dmitry Milyayev underscored the importance of creating equal conditions for rehabilitation, socialisation and professional fulfilment of special military operation veterans under the adaptive physical culture and sports programmes on the ground.
The meeting participants adopted decisions on the following issues:
streamlining legal regulation in the sphere of physical culture and sports, in particular, clarification of the status of local sports federations;
introducing uniform requirements to state regional programmes to develop physical culture and sports and inter-municipal programmes;
creating conditions for rehabilitation, socialisation and professional fulfilment of special military operation veterans using the resources and methods of adaptive physical culture and sports programmes.
The final proposals will be sent to the working group to prepare the next meeting of the Council for the Development of Physical Culture and Sports on the role of NGOs in physical culture and sports, scheduled for October this year.
