- Graduated from the international economics department at the Moscow Finance Institute [currently, the Finance Academy under the Government of the Russian Federation] in 1989.

- After completing his military obligation and higher education, from 1989 to 1992 he worked at Vnesheconombank of the USSR.
- 1992–1996
- In 1992–1996 he served as board deputy chairman, chairman, council chairman and then president of International Finance Company joint stock commercial bank.
- 1996–2001
- In 1996–2001 Alexander Khloponin served as chief executive and chairman of the board of RAO Norilsk Nickel.
- 2001–2002
- In 2001–2002 he was governor of Taimyr (Dolgan-Nenets) Autonomous District and in 2002–2010 governor of Krasnoyarsk Territory.
- 2010
- On January 19, 2010 he was appointed Deputy Prime Minister of Russia and Presidential Plenipotentiary Envoy to the North Caucasus Federal District.
- Alexander Khloponin is married and has a daughter.
- He has been decorated with the Order for Services to the Fatherland, IV degree and the Order of Honour.
