Born on March 6, 1965, in Colombo (Ceylon).
Graduated from the international economics department at the Moscow Finance Institute [currently, the Finance Academy under the Government of the Russian Federation] in 1989.
1989
After completing his military obligation and higher education, from 1989 to 1992 he worked at Vnesheconombank of the USSR.
1992–1996
In 1992–1996 he served as board deputy chairman, chairman, council chairman and then president of International Finance Company joint stock commercial bank.
1996–2001
In 1996–2001 Alexander Khloponin served as chief executive and chairman of the board of RAO Norilsk Nickel.
2001–2002
In 2001–2002 he was governor of Taimyr (Dolgan-Nenets) Autonomous District and in 2002–2010 governor of Krasnoyarsk Territory.
2010
On January 19, 2010 he was appointed Deputy Prime Minister of Russia and Presidential Plenipotentiary Envoy to the North Caucasus Federal District.
Alexander Khloponin is married and has a daughter.
He has been decorated with the Order for Services to the Fatherland, IV degree and the Order of Honour.
